Valve Reworking User Review System to Prevent “Off-Topic Review Bombing”
Valve announced today that they are reworking the User Reviews feature in order to prevent “off-topic review bombing”.

Steam Reviews for Refunded Games Don’t Matter Anymore
Last week’s update to the Steam User Reviews feature has boosted some titles’ review scores because reviews for refunded games don’t count towards the overall score now.
